BARC Guidelines for Public Service Hours

These are the established guidelines and criteria for reporting Amateur Radio Public Service Hours for the Bellevue Amateur Radio Club (BARC). In cases of doubt the final determination of qualification rests with the currently elected BARC Officers.
  1. BARC members (as defined in the BARC Bylaws & Standing Rules) using Amateur Radio while performing public service activities for BARC sponsored events (e.g., MS Bike Rides, etc.) any other Amateur Radio Club sponsored events (e.g., Nebraska State Fair, High School Track Meet, etc.), Skywarn, OMMRS, ARES, RACES, and Sarpy County EMA Volunteer Communications.  Non-BARC members ARE NOT INCLUDED in this category.
  2. Non-BARC members (licensed Amateur Radio Operators ONLY) using Amateur Radio while performing public service activities for BARC sponsored events.  See Item #1 above for examples.  This category DOES NOT INCLUDE the following:  ARES, RACES, Sarpy County EMA Volunteer Communications, and other Amateur Radio Club sponsored events.
  3. BARC members (as defined in the BARC Bylaws & Standing Rules) may include time spent for training and planning for Amateur Radio public service events that are included in Item #1 above.  Non-BARC members ARE NOT INCLUDED in this category.
  4. BARC members (licensed Amateur Radio Operators Only) participating in the handling of "emergency" and/or "health and welfare" traffic messages over established and designated traffic nets during times of FCC declared emergencies. This DOES EXCLUDE routine and/or normal traffic handling on NTS traffic nets.
  5. Report the following details in writing to George Bellairs, KBØZZT, at club meetings or send by email to pubsvc@bellevuearc.org.
    1. Amateur radio call sign
    2. Name
    3. Date of the event
    4. Name of the event
    5. Total Hours, including travel time
  6. Normally, it is the responsibility of the BARC or Sarpy County EMA Volunteer Communications event organizer to report public service hours for those participating in the respective events.  Public Service Hours for Skywarn, OMMRS, ARES, RACES, and all other events held outside of Bellevue/Sarpy County Area must be reported by each individual.  It is the ultimate responsibility of each individual to be sure that all public service hours have been correctly reported.
  7. Exclusions include but are not limited to, the following:
    1. All scheduled training and/or information nets.
    2. All conventions, flea markets, ham-fests, etc.
    3. All Amateur Radio contests, including Field Day.
    4. All Military Affiliated Radio System (MARS) events.
    5. All non-Amateur Radio related events.
